How do I link to a particular passage in a web page or PDF

First, you'll need to make an annotation (such as a highlight) at the point in the page you want to scroll to.  Then if you click on the highlighted text, a popup context menu appears with the annotation.  One of the options in that menu is a permalink which when loaded will scroll the user to that particular annotation in the page.
