First, you'll need to make an annotation (such as a highlight) at the point in the page you want to scroll to. Then, if you click on the highlighted text, a popup context menu appears with the annotation. One of the options in that menu is a permalink, which, when loaded, will scroll the user to that particular annotation on the page.
